Polish Bank Association

The Polish Bank Association, Związek Banków Polskich or ZBP in Polish, is the self-governing organization of the banks in Poland and was founded in January 1991. Membership is voluntary and open to banks established under Polish law and to branches of foreign credit institutions, and more than 100 banks operating in Poland are members.

ZBP represents its members toward parliament, the government, the supervisors and the institutions of the European Union, and it gives the banks a forum for joint opinions and market standards. Its councils, committees and working groups deal with payments and digital banking, banking law, cybersecurity, fraud prevention and the training of bank staff.

Members and membership

Members of the Polish Bank Association are banks established under Polish law and branches of foreign banks and credit institutions in Poland, and each member has one vote in elections. The members form three sections: large banks with own funds above 700 million złoty, medium-sized banks together with branches of credit institutions, and cooperative banks with their affiliating banks. A bank applies with a declaration, and the 16-member council of ZBP decides on its admission.

Banks that act as depositaries for investment funds meet in the Depository Banks Council of ZBP, which in 2024 had 11 member banks and covered every depositary bank in Poland.

President and management board

Tadeusz Białek is president of the Polish Bank Association; he headed its legal and legislative team from 2010 to 2020 and became vice president in 2020. Tadeusz Białek chairs the Bank Cybersecurity Committee and the steering committee of the national working group on the reform of benchmark rates. The vice presidents are Agnieszka Wachnicka, president of the Financial Market Development Foundation since 2018 and earlier an official of the Ministry of Finance, and Włodzimierz Kiciński, vice president since 2017 and chief executive of Nordea Bank Polska from 2002 to 2011.

The General Assembly elects the management board for a three-year term, and the council of 16 members supervises its work.

Payments and digital banking

The payment systems and electronic banking team of ZBP coordinates the banks on interbank settlement, retail and high-value payments, payment cards, SWIFT messaging and digital banking. The team reviews legislation on payments and digital services and follows mobile payments, e-commerce, APIs, cloud solutions and electronic identification under its director Bartłomiej Nocoń. One of its groups, KUPiS, prepares the domestic use of the ISO 20022 message standard, and ZBP also sits on the Payment System Council at the National Bank of Poland.

Reports on online and mobile banking

Every quarter ZBP publishes the NetB@nk report on online banking, mobile banking and cashless payments in Poland. In the second quarter of 2026 the banks counted 28.1 million active users of their mobile apps, 1.6 percent more than in the first quarter and 7 percent more than a year earlier. In the same quarter 20.7 million retail customers logged in to online banking at least once a month, and 46.3 million retail accounts had access to electronic banking.

The quarterly infoDOK report covers lost and stolen identity documents and draws on data from ZBP, the police and the credit bureau BIK.

Reporting lost identity documents

A person in Poland who loses an identity card, passport or driving license can report it in any participating bank, and the report reaches the DOKUMENTY ZASTRZEŻONE system of ZBP. Within minutes the data is available to all banks, mobile network operators and thousands of other companies, so that criminals cannot use the document to take out loans in the name of its owner. Several banks accept such reports from people who are not their customers, and ZBP has run an information campaign on the system since July 2008.

Bank Arbiter and consumer disputes

Consumers can take a dispute with a bank to the Bank Arbiter at ZBP, who decides it out of court in the Banking Consumer Arbitration. The council of ZBP appoints the Bank Arbiter and a deputy for four years, and both need at least seven years of experience as a judge, attorney or legal adviser. Katarzyna Marczyńska, a former judge of the Regional Court in Warsaw, has been Bank Arbiter since 2002, with Jolanta Potocka as deputy since 2015. An arbitration court and the Banking Ethics Commission also work at ZBP.

Office in Brussels

The Brussels office of ZBP presents the positions of the Polish banking sector in the legislative work of the European Commission, the European Parliament and the Council. The office tracks new EU law for its effect on banks in Poland, works with the banking associations of other EU countries, including in the G9 group, and briefs the national clearing house KIR on changes for interbank infrastructure. Piotr Gałązka directs the office, which celebrated ten years of work with a conference in Brussels.

Address and contact

The Polish Bank Association has its office at Kruczkowskiego 8, 00-380 Warsaw, where its customer service desk for bank clients is also located. Press inquiries go to the communications and PR team led by Przemysław Barbrich. ZBP holds recurring conferences such as the Banking Forum, the Banking Law Congress, the Payment Services Forum and the Congress on Residential Real Estate Financing.

Polish Bank Association and Finance Loop

Banks in Poland and Germany work under the same European rules, from PSD2 and instant payments to DORA and the AI Act, even though Polish customers pay in złoty. Finance Loop members discuss these questions at events on payments, digital banking and AI in finance, and Polish practice with mobile banking and a shared register of lost documents gives them a concrete comparison with Germany.

Finance Loop is a professional network and has the goal of driving the institutional use of emerging technologies in finance, such as AI, tokenization, stablecoins, and DeFi. Finance Loop helps its members build skills and personal networks in these fields: Investment & Digital Assets, Payments & Digital Money, Digital Infrastructure & Sovereignty, and Risk & Compliance.
