CSSF
The CSSF, the Commission de Surveillance du Secteur Financier, is the financial supervisor of Luxembourg and has its seat at 283 route d'Arlon in Luxembourg City. A law of 23 December 1998 created it, and it supervises the whole Luxembourg financial center except insurance, which answers to the Commissariat aux Assurances.
The CSSF supervises banks, investment funds and their managers, investment firms, payment and e-money institutions and, under MiCA, crypto-asset service providers. Luxembourg funds under its supervision held net assets of EUR 6,790.699 billion on 31 August 2026.
CSSF entity search and eRegister
The entity search of the CSSF shows whether a bank, fund, investment firm or other professional holds a Luxembourg authorization, together with its register entries. eRegister by eDesk gives financial sector professionals access to the public information of the CSSF, and in 2026 it gained an interface for the prospectuses that the CSSF has approved.
Supervised firms file their reports, notifications and applications through eDesk, the online portal of the CSSF, which also hosts the entity search.
Warnings about unauthorized firms
The CSSF publishes warnings about websites and firms that offer financial services without a license, often under the name of a real Luxembourg institution. In 2024 it warned about a group that called itself Luxembourg Finance Surveillance and impersonated the CSSF, and it stated that it has no link to these activities. Fraudsters also use addresses near the authority, such as a firm called Elite Finance Solutions that claimed an office at 287 route d'Arlon without any license.
Investment funds and the circulars 18/698, 22/806 and 24/856
The CSSF publishes monthly figures for Luxembourg funds: undertakings for collective investment, specialized investment funds and SICARs held net assets of EUR 6,790.699 billion on 31 August 2026, up from EUR 6,686.574 billion a month earlier. Circular CSSF 18/698 sets the rules for the authorization and organization of investment fund managers, and Circular CSSF 22/806 covers outsourcing arrangements.
Circular CSSF 24/856 governs the protection of investors after an error in the net asset value calculation or a breach of the investment rules of a fund. It has applied since 1 January 2025, replaced Circular CSSF 02/77, and in October 2026 the CSSF published a feedback report on how fund firms apply it.
