The Digital Euro in Frankfurt

The European Central Bank runs the digital euro project from its main building at Sonnemannstrasse 20 in Frankfurt, with the Deutsche Bundesbank as one of 19 national central banks working on it. Where the digital euro is made

The digital euro is a planned digital form of cash for everyone in the euro area, issued by the Eurosystem. The work sits in Frankfurt: the European Central Bank runs the project from its main building at Sonnemannstrasse 20 in the Ostend, and the Governing Council that decides on issuance meets there. The Deutsche Bundesbank, with its Central Office in Frankfurt as well, is one of 19 national central banks in the project. On its digital euro page (in German) it describes its part in testing and technical preparation and states that the digital euro is meant to strengthen the role of cash as legal tender, next to banknotes and coins.

For banks and payment firms in the city, this means the rules they will have to build to are written a few streets from their own offices. The ECB publishes each step on its progress page, including the scheme rulebook that sets how banks, merchants and apps handle digital euro payments.

Rulebook, pilot and launch date

The ECB left the preparation phase after its Governing Council decided to move to the next phase. The next milestone is a pilot of 12 months in which, according to the Bundesbank, 36 payment service providers test the digital euro together with selected merchants and Eurosystem staff. A draft of the digital euro rulebook has reached version 0.91. The ECB says a first issuance is possible in 2029, provided the EU regulation is adopted in time, and that it will decide on issuance only after the regulation exists.

The launch date is therefore the same in Frankfurt, Offenbach or Lisbon: it depends on the legislators. The Council adopted its position, the European Parliament adopted its position, and the trilogue between the two and the Commission is under way, as the ECB notes in its FAQ. The legal text is the Commission proposal COM(2023) 369, which would make the digital euro legal tender and free of charge for basic payments by people.

Holding limit, offline payments and privacy

The proposal lets the ECB limit how much digital euro one person can hold, so that deposits do not flow out of banks in large amounts. No limit is set yet. At the request of the co-legislators, the ECB tested hypothetical limits of up to 3,000 euros per person and found no harm to financial stability. A user who links a digital euro account to a bank account can still pay larger amounts, because the shortfall comes from the bank account at once. The digital euro would pay no interest.

The ECB plans an offline digital euro that works phone to phone or phone to terminal without a connection, with privacy close to cash: only payer and payee would know the details. Online, the bank or provider that distributes the digital euro identifies the user under anti-money laundering rules, as for any account. What Frankfurt's banks think of it

The Center for Financial Studies at the House of Finance of Goethe University Frankfurt asked professionals and decision-makers of the German financial sector. 62.3 percent of them did not consider a digital euro necessary, around 67 percent expected low or very low acceptance by private customers, and more than 65 percent rated the impact on the banking sector as negative or very negative. Frankfurt Main Finance supported the study financially. Finance Loop reported the results in German financial sector largely sees no need for a digital euro.

The ECB estimates the cost of the digital euro for banks at 4 billion to 5.8 billion euros. Banks would distribute it, merchants that accept digital payments would have to accept it, and card schemes, wallets such as Wero and euro stablecoins would compete with it in the same checkout.
