Fintech in Münster

Münster is a center of banking IT: Atruvia, the IT provider of the cooperative banks, and Finanz Informatik, the IT provider of the savings banks, both run large sites in the city. The insurers LVM and Provinzial are based here, and so is the University of Münster's Finance Center.

Münster as a banking IT city

Atruvia (in German) is the digitalization partner of the Volksbanken and Raiffeisenbanken. It counts more than 900 customers, among them every German cooperative bank, and 97 million accounts. Münster and Karlsruhe (in German) are its two largest sites, with the management board, development, sales and customer service. Atruvia built meinKrypto, the crypto wallet in the VR Banking App, together with DZ BANK.

Finanz Informatik (in German) is the central IT provider of the Sparkassen-Finanzgruppe, with about 5,600 employees in Münster, Hannover and Frankfurt. Its customers include the savings banks, the Landesbanken, DekaBank and the public insurers, and it says it runs the largest finance cloud in European banking. NRW.BANK, the development bank of North Rhine-Westphalia, has its second office in Münster.

Insurers, fintechs and the university

LVM Versicherung (in German) has its towers on Kolde-Ring in Münster. According to Cash (in German), the group raised its premium income by 8.9 percent to 5.3 billion euros in 2025, its customer portal Meine LVM has more than 1.1 million users, and it builds its own AI applications for office and field staff. Provinzial (in German), whose holding company has its seat in Münster, groups four multi-line insurers, a life insurer and five specialty insurers with digital business models.

finstreet (in German) moved from Emsdetten to Münster in 2018, as Payment & Banking reports. Its software digitizes application, onboarding and signature processes for banks, leasing companies and factoring firms. The Finance Center Münster (in German) brings together the university's research and teaching on financial markets, with the Institute of Banking and a professorship of sustainable finance among its units. Founders meet at the Digital Hub münsterLAND (in German), an association at the city harbor that runs the TECH.LAND accelerator, a business angel network and matching between startups and mid-sized companies.

Rules that apply to a Münster fintech

A fintech in Münster needs the same BaFin license as one anywhere in Germany. Banking and financial services fall under the Banking Act (in German), payment and e-money services under the Payment Services Supervision Act (in German), and crypto-asset services under MiCA. A license granted in Germany can be passported to other EU member states.

For the banking IT providers in the city, DORA sets the terms. The EU law makes every bank responsible for the IT services it buys and asks for contracts with audit rights, exit plans and support during incidents. That covers the savings banks and cooperative banks that buy their IT from Finanz Informatik and Atruvia. Insurers such as LVM and Provinzial work under Solvency II and DORA alike.

Is there a fintech hub in Münster?

The Digital Hub münsterLAND is the city's startup hub, with an accelerator and a business angel network; it describes itself as a platform for the region's tech and maker scene, with no finance program of its own. The Digital Hub Initiative's fintech sites are in Frankfurt and Berlin, and its insurtech site is InsurLab Germany in Cologne.
