Cologne is Germany's second-largest insurance city: more than 50 insurers and reinsurers have their headquarters here, and the insurtech association InsurLab Germany was founded in the city. Cologne as an insurance and finance city
KölnBusiness (in German), the city's economic development agency, counts around 24,000 employees in the insurance sector and about 44.4 billion euros in premium income a year, which makes Cologne the second-largest insurance location in Germany. More than 50 German insurers and reinsurers have their headquarters in the city. KölnBusiness names DEVK, Gothaer, DKV, AXA, General Reinsurance and Zurich among them.
The city's insurtech hub grew out of this cluster. InsurLab Germany is an association that the City of Cologne, IHK Cologne, the University of Cologne, TH Köln and a group of insurers and startups founded in 2017. It represents insurtech in the German government's Digital Hub Initiative, and by its own count its 102 members meet at hackathons, pitch days and reverse pitch days.
Two large savings banks are based in Cologne. Sparkasse KölnBonn is the third-largest savings bank in Germany (in German), after Hamburger Sparkasse and Kreissparkasse Köln.
Rules and supervision that apply
A fintech in Cologne follows the same rules as one in Frankfurt or Munich, and its supervisor is close: BaFin has its offices in Bonn, just south of Cologne, and in Frankfurt. An insurtech that carries underwriting risk needs an insurance license and follows Solvency II. A firm that only arranges or compares policies needs a permit under section 34d of the Trade Regulation Act (in German) from its chamber of commerce.
Insurers and banks fall under DORA, the EU law on digital operational resilience, so a startup that sells software to a Cologne insurer meets DORA in its contract: audit rights, an exit plan and support during IT incidents. The German customs office for sanctions enforcement is in Cologne as well.
