Berlin has no stock exchange and no central bank head office, so its finance sector grew around banks, insurers and, over the last decade, fintechs. A chatbot like this is not a high-risk system under the EU AI Act, but the customer must be told that they are talking to an AI. BaFin names customer chatbots as one of the AI uses it supervises at banks under the German act implementing the AI Act. The heavier duties start once a neobank or a buy-now-pay-later provider uses a model to score the creditworthiness of a private customer: that use is high-risk under Annex III of the AI Act, with human oversight and a fundamental rights assessment before first use.
BIFOLD, ai.berlin and the research side
The Berlin Institute for the Foundations of Learning and Data (BIFOLD) came out of the 2019 merger of two national AI competence centers, the Berlin Big Data Center and the Berlin Center for Machine Learning. It is based at TU Berlin, with Charité Universitätsmedizin Berlin as institutional partner, and it is one of Germany's six national AI centers with permanent funding from the State of Berlin and the federal research ministry. Its work on data management and scalable machine learning is the part closest to finance, where models run on very large transaction and market data sets.

The rules for AI at a Berlin bank or fintech
A Berlin fintech follows the same rules as one in Frankfurt or Munich. BaFin supervises from Bonn and Frankfurt and has no Berlin office. Under the German act implementing the AI Act, BaFin also supervises AI that banks and payment firms use in direct connection with regulated business, while AI outside regulated business, such as recruiting software, falls to the Bundesnetzagentur.
Many Berlin fintechs rely on banking-as-a-service platforms and cloud providers, and every AI model they buy runs on someone else's infrastructure.
