DeFi in Frankfurt

Frankfurt holds the Deutsche Bundesbank, the European Central Bank and BaFin's crypto-asset supervision in one city, next to the developers building DeFi protocols there. Why Frankfurt matters for DeFi

Frankfurt is the seat of the Deutsche Bundesbank and the European Central Bank, and BaFin supervises crypto-asset service providers from its Frankfurt office. That puts DeFi's German and European supervisors in the same city as its builders. The Bundesbank studied DeFi directly: its Monthly Report of July 2021 described the applications as a replacement for intermediaries such as banks or exchanges, and found that the DeFi applications used in practice still rely on centrally managed governance, for example to fix code bugs.

Decentralized finance is the provision of financial services, such as loans and trades, through smart contracts on a public blockchain, without a bank or broker that keeps the records; the full explanation covers how the protocols and the oracles that feed them work.

Where MiCA leaves DeFi protocols alone

The EU's Markets in Crypto-Assets Regulation applies in Germany without a national transposition act, and BaFin enforces it from Frankfurt. Recital 22 of the regulation excludes crypto-asset services provided "in a fully decentralised manner without any intermediary". A team building a protocol in Frankfurt works out early whether an admin key, a multisig or a concentrated governance token vote still counts it as having an intermediary, because BaFin decides that question case by case, not by a fixed rule.

Where a service does keep an intermediary, that firm needs authorization under Article 59 of MiCA before it can offer crypto-asset services from Germany. The comparison of DeFi, CeFi and TradFi sets out client protections such as MiCA's asset segregation rule that apply only on the centralized side.

DeFi research and lending models

DeFi lending works on overcollateralization: the borrower posts crypto collateral worth more than the loan, and the protocol liquidates it automatically once the ratio falls below a threshold. The Bank for International Settlements traces the reason to trust: a lending protocol cannot run a credit check on an anonymous wallet the way a bank in Frankfurt would on a loan applicant. A flash loan skips collateral entirely by requiring repayment inside the same blockchain block.

Frankfurt School of Finance & Management, home to the Frankfurt School Blockchain Center, runs research and teaching on these protocols and hosts the Crypto Assets Conference together with Deutsche Börse Group, where tokenization and market infrastructure sit on the same agenda as DeFi. Deutsche Börse Group's crypto arm, Crypto Finance (Deutschland), launched a staking service for Ethereum and Solana from Frankfurt on October 15, 2025.

What DeFi people in Frankfurt deal with now

A DeFi project in Frankfurt watches the same governance question the Bundesbank flagged: the BIS calls the gap between the DeFi name and everyday practice a "decentralisation illusion", because running a protocol still needs some level of centralization, typically a small group of token holders who vote on proposals. The European Securities and Markets Authority names "the lack of a clearly identified responsible party" as a core risk to investor protection in DeFi, alongside newer forms of manipulation such as flash loan attacks.

Deutsche Bank published its DAMA 2 litepaper from Frankfurt in 2025, a sign that traditional banks in the city now publish their own thinking on tokenized and decentralized market structures, treating DeFi as their own field. The Financial Stability Board found that DeFi does not differ substantially from traditional finance in the functions it performs or the vulnerabilities it carries, which is the same comparison a Frankfurt bank makes when it weighs a DeFi protocol against its own systems.

DeFi appears as a track inside Frankfurt's wider crypto conferences, not as a standalone event. The Crypto Assets Conference at Frankfurt School covers digital assets, tokenization and market infrastructure, and the Digital Euro Conference of the Digital Euro Association follows the next day. Does MiCA regulate DeFi protocols in Frankfurt?

Only where the protocol still has an intermediary. MiCA's recital 22 excludes crypto-asset services provided in a fully decentralized manner without any intermediary, and BaFin, which is based in Frankfurt, judges each case individually, not by a fixed test.
