Crypto Liechtenstein

Liechtenstein provides a legal framework for businesses using tokens and blockchain systems through its TVTG, in force since 2020. The token model distinguishes a digital token from the right or value it represents. This helps determine how ownership and transfers are treated, while the represented right remains subject to the relevant law.

Businesses need to identify which registration or financial authorization applies to the actual service they offer. A TVTG registration has domestic effect and does not itself provide an EU passport; crypto services in MiCA's scope require the applicable authorization. Liechtenstein's EEA setting differs from neighboring Switzerland and the Crypto Valley ecosystem.

The token container model

The TVTG's central idea is that a token carries no inherent legal nature. The token is a container, and what it holds can be a security, a right to real estate, a commodity, a membership, intellectual property or an access right. The legal treatment follows the contents and not the wrapper.

This design differs from the Swiss and the EU approach, and the law did not need updating each time a new kind of token appeared. A tokenized claim on a painting and a tokenized bond are the same object under the TVTG, holding different contents, and each is governed by the law applying to what it holds. Where Switzerland asks what a token does economically and sorts it into a category, Liechtenstein asks what right is inside it.

The TVTG settles the civil law question and leaves the financial market question to whatever other law applies. A token containing a security is still a security, with prospectus duties and everything else. The TVTG tells you who owns the token and how ownership transfers; it does not exempt anybody from securities law.

Roles under the TVTG

The TVTG distinguishes roles for services involving tokens outside MiCA's scope, including token issuers, token generators, tokenization service providers and TT custodians. Other roles cover physical validation, verification, pricing, identity and token lending. Issuers offering their own tokens no longer require registration as self-issuers, but remain subject to the applicable notification and information requirements.

The physical validator secures the rights to a physical object represented by a token. Since the amendments effective on 1 February 2024, the former TT key depositary, TT token depositary and TT protector roles have been combined into the TT custodian role. The TT price service provider publishes aggregated price information for users of TT systems.

A business can perform several regulated activities, so its registration depends on the roles it actually undertakes. Activities within MiCA's provider framework require the applicable MiCA authorization or financial-entity notification. A TVTG registration covers the remaining national activities and creates no EEA passport.

Registration duties and supervision

Providers undertaking a registrable activity within the remaining TVTG scope register with the FMA before starting, and the word registration is doing real work there: this is not a full financial market license. The application is electronic and has to evidence reliability, technical suitability, minimum capital, a suitable organization and written internal controls. In the regular procedure, the FMA decides within three months of a complete application.

The register of TT service providers is public, so a counterparty can verify a claimed registration, and the FMA conducts ad hoc supervision, and not the continuous supervision a licensed bank receives.

A TVTG registration does not replace an authorization required under financial market law and is effective only within Liechtenstein. Cross-border rights for crypto-asset services arise under MiCA, with its authorization or financial-entity notification and cross-border notification procedures. The transitional TVTG registrations for MiCA-regulated activities expired on 2 July 2026.

EU market access through the EEA

Liechtenstein is in the EEA. MiCA became fully applicable in the EU on 30 December 2024, while Liechtenstein's EEA MiCA Implementation Act entered into force on 1 February 2025. EEA market access for crypto-asset services follows MiCA's authorization or financial-entity notification rules and the cross-border notification procedure; a TVTG registration alone has no passporting effect.

Bank Frick demonstrated the route. In January 2026 it received MiCAR authorization from the FMA for custody, order execution and transfer services, which it can now offer to clients across all 30 EEA countries. A Swiss bank wanting the same reach needs an appropriately authorized EEA provider, which is what AMINA did through Austria.

MiCA's arrival also reordered the TVTG. Whether MiCA or the national act governs an activity depends on the service, the type of token and whether MiCA's provider framework captures it. Activities inside MiCA's scope are governed by MiCA; the TVTG continues to carry the civil law of token ownership and the roles MiCA does not address, such as the physical validator. A firm therefore reads both, and the question of which applies is answered activity by activity. Finance Loop covers the regime at MiCA in Europe and the authorization at the CASP license.

The Liechtenstein banks and what each says it does

Bank Frick, family-owned and based in Balzers, founded in 1998, has offered regulated trading and custody of digital assets since 2018, earlier than almost any bank in Europe. Bank Frick describes its business as serving financial intermediaries and crypto businesses, and its offer covers custody and trading on institutional infrastructure plus staking from inside the custody perimeter.

LGT, LLB and VP Bank are the private and universal banks, with LGT owned by the princely family and operating in classic private banking. A firm looking for crypto services in Liechtenstein is looking at Bank Frick; a client looking for private banking is looking at the other three.

The state has also backed infrastructure. The Liechtenstein Trust Integrity Network launched in October 2025 with Bank Frick, Bitcoin Suisse, Solstice and Zilliqa among the founding partners.

Why a country of 40,000 people has this law

Liechtenstein has a financial sector large relative to its population, built on wealth management and trust structures, so the professional capacity to administer an unusual regime was already there. And it has EEA membership without EU membership, which gives market access with legislative room of its own.

There is no domestic market to speak of, so every firm registered there is serving clients abroad, and the FMA supervises a sector whose business is elsewhere. For a German or Austrian firm the relevant question is whether a Liechtenstein entity is the right place for an EEA authorization, and the answer turns on the supervisor's processing and the banking relationships available, not on the TVTG's drafting.

What is the TVTG?

The Token and TT Service Provider Act is Liechtenstein's national blockchain law, in force since 1 January 2020. It treats a token as a container for rights and governs token ownership and transfer in civil law. Its registration framework now covers TT service-provider activities outside MiCA's scope, with the applicable registration requirements depending on the role.

Is a Liechtenstein crypto registration the same as a license?

A TVTG registration is distinct from a financial market license and is effective only within Liechtenstein, without passporting rights. In the regular procedure, the FMA decides within three months of a complete application and supervises registered TT providers on an ad hoc basis. The registration does not replace any other required authorization. For activities subject to MiCA, the transitional TVTG registrations expired on 2 July 2026; the applicable MiCA authorization or financial-entity notification is required instead.

Does MiCA apply in Liechtenstein?

Liechtenstein's EEA MiCA Implementation Act entered into force on 1 February 2025; MiCA was fully applicable in the EU from 30 December 2024. EEA cross-border services require the appropriate MiCA authorization or financial-entity notification and the cross-border notification procedure. A TVTG registration alone provides no passporting rights. MiCA governs activities within its scope, while the TVTG retains its civil-law token provisions and service-provider rules outside that scope.

Which Liechtenstein bank offers crypto services?

Bank Frick has offered regulated trading and custody of digital assets since 2018 and received MiCAR authorization from the FMA in January 2026 for custody, order execution and transfer services across the EEA. Bank Frick describes its business as serving financial intermediaries and crypto businesses. LGT, LLB and VP Bank are the other Liechtenstein banks and operate in private and universal banking.

Should a firm choose Liechtenstein or Switzerland?

The choice between Liechtenstein and Switzerland depends on whether the firm needs the EU market. Liechtenstein participates in MiCA's EEA framework, where market access depends on the appropriate authorization or financial-entity notification and cross-border procedure. A TVTG registration alone creates no passport, and Switzerland itself does not issue a MiCA passport. Where the client base is Swiss or outside Europe, the Swiss market is deeper and the banking relationships more numerous. Where the client base is in the EU, Liechtenstein removes a step that Switzerland requires. Finance Loop covers the Swiss position at crypto in Switzerland.
