Crypto hubs in Europe

A crypto hub in Europe is a city where exchanges, custodians and stablecoin issuers hold their licenses and where their supervisor sits. Under MiCA one license from one EU supervisor covers every country of the European Economic Area, so the city follows the regulator. London and Zug/Zurich work under their own national rules.

How the ten cities were picked

Each city on this list passes two tests: a financial supervisor there licenses crypto firms, and at least one large crypto company runs its European business from there. Most of them also host a regular crypto or blockchain conference. Inside the EU the rulebook is the same everywhere. MiCA, the Markets in Crypto-Assets Regulation, lets a crypto-asset service provider (CASP) licensed in one member state serve customers in all of them, so crypto companies in Europe pick a home supervisor and build their EU base around it. That choice explains most of the map below.

Amsterdam

The Dutch Authority for the Financial Markets, the AFM, licenses crypto firms in the Netherlands. Bitvavo received its MiCA license from the AFM. The Amsterdam-based exchange calls itself the largest EUR spot exchange worldwide.

Amsterdam stands out for trading in euro. The market data firm Kaiko counts spot trades in euro pairs such as BTC/EUR across all exchanges, and by its count Bitvavo handles 44 percent of global EUR spot volume. For a trader who moves euro in and out of crypto through a bank account, that depth in the euro order book sets the price; the page on the largest crypto exchanges by euro volume compares the venues. The Bitcoin Amsterdam conference, organized by BTC Inc., the company behind Bitcoin Magazine, meets at the Sugar Factory in Halfweg, just west of the city.

Berlin

Berlin's crypto scene grew from developers and startups, not from a bank district. Bundesblock, the Blockchain Bundesverband, is a nonprofit association based in Berlin; it describes itself as the largest blockchain industry association in the DACH region, with more than 90 member companies and research institutions. Berlin Blockchain Week is a decentralized, community-organized initiative with no single owner: any blockchain event held in Berlin during the week can join its calendar.

A Berlin crypto firm applies to the same supervisor as one in Frankfurt. BaFin licenses crypto-asset service providers under MiCA. Finance Loop is a member of Bundesblock and a founding member of the Bitcoin Bundesverband. Dublin

The Central Bank of Ireland in Dublin supervises Irish banks, funds, payment firms and crypto-asset service providers. It gave Kraken its MiCA license, which made Kraken the first major global crypto exchange with a full MiCA license, covering custody, trading, portfolio management and payment services. Kraken lists its Irish entities: Payward Ireland Limited holds an e-money license and Payward Europe Solutions Limited a CASP license, both from the Central Bank of Ireland.

Dublin also shows how freely a MiCA license lets exchanges move. Coinbase first chose Ireland and then took its MiCA license from Luxembourg, and Gemini picked Malta over Dublin for its European hub. The Bitcoin Ireland Conference, a bitcoin-only event for builders, investors and policymakers, has met in Dublin for five editions.

Frankfurt

Frankfurt is the seat of the European Central Bank, the Deutsche Bundesbank and Deutsche Börse Group, and the new EU Anti-Money Laundering Authority AMLA sits there too. BaFin supervises crypto service providers from its Frankfurt office. Crypto in Frankfurt runs through market infrastructure: Deutsche Börse Group bought a 1.5 percent stake in Kraken for 200 million dollars, its company Crypto Finance (Deutschland) offers staking for Ethereum and Solana, and BaFin licensed 21X under the EU DLT Pilot Regime to run a trading and settlement venue for tokenized securities.

Frankfurt is Finance Loop's home. The Crypto Assets Conference, the crypto conference of Frankfurt School of Finance & Management and Deutsche Börse Group, meets on the Frankfurt School campus, and Finance Loop was partner of CAC 2026. London

London is the home of the London Stock Exchange and the Bank of England, and the UK writes its own crypto rules outside MiCA. The Financial Conduct Authority runs a new regime for cryptoasset regulation: the FCA takes applications ahead of the start date it expects, 25 October 2027. Until then, crypto firms in the UK register with the FCA under the money laundering regulations. A MiCA license from an EU country does not cover UK customers, and a UK authorization does not cover the EU.

For retail investors, the FCA opened a route through the stock exchanges: it lifted its ban on crypto exchange-traded notes for retail investors, on condition that the notes trade on an FCA-approved investment exchange; the ban on crypto derivatives for retail stays. Finance Loop cooperated with the London Blockchain Finance Summit at Canary Wharf, a one-day program for banks, fintechs, payment firms and regulators on stablecoins, CBDCs and tokenized deposits in production.

Luxembourg

With nearly 7,500 billion euro in net assets, Luxembourg is the largest investment fund center in Europe and the second largest in the world after the US, according to ALFI, the fund industry association. The same supervisor, the CSSF, licenses funds, banks and crypto-asset service providers. Bitstamp, headquartered in Luxembourg, was the first exchange in the country to get a MiCA license, for trading, order execution and custody; it had earlier been the first digital asset exchange in the EU with a payment institution license, also from Luxembourg. Coinbase received its MiCA license from the CSSF and runs its EU business from Luxembourg.

Luxembourg adds a research side. At Luxembourg Blockchain Week, the University of Luxembourg's SnT and its FutureFinTech group run a research track on blockchain sustainability, stablecoins, security and user-centric identity.

Malta

Malta had its own crypto law, the Virtual Financial Assets framework, years before MiCA. Firms that already held a VFA license could move to MiCA on a fast track, and the MFSA granted OKX Europe a MiCA license for nine of the ten MiCA services, from custody to exchange operations. Gemini chose Malta for its European hub and named the island's proactive approach to crypto regulation as the reason.

That speed drew a review. ESMA ran a peer review of one MFSA CASP authorization and found that some material issues were not fully resolved when the license was granted, while it also found a good level of resources and supervisory engagement at the authority. Paris

In Paris a large bank issues a euro stablecoin under MiCA. Societe Generale-Forge, a subsidiary of Societe Generale, is regulated as an investment firm under MiFID2, as an electronic money institution under MiCA and as a digital asset service provider under French law; its EUR CoinVertible runs on Ethereum, Solana, XRP Ledger and Stellar. Circle received an e-money license from the French ACPR and issues USDC and EURC under MiCA. The AMF licenses crypto-asset service providers; MiCA replaced France's older regime for digital asset service providers under the PACTE law.

Ledger, which builds hardware wallets to buy, store and manage digital assets, has sold 7 million devices; its offices include Paris and Vierzon. Paris Blockchain Week meets at the Carrousel du Louvre under the line "Where Digital Assets Meet Institutional Adoption", with more than 7,500 attendees and 320 speakers. Vienna

Vienna is where several exchanges from outside the EU run their EU business. Bybit received a MiCAR license from the Austrian FMA and opened its European headquarters in Vienna, KuCoin has its EU headquarters in the city, and Bitget is building its EU base in Vienna and has applied to the FMA. Bitpanda, founded in Vienna by Eric Demuth, Paul Klanschek and Christian Trummer, serves more than 7 million clients. Finance Loop was Official Partner of Vienna Blockchain Week at the DC Towers, with one day on infrastructure and one on digital assets and policy, and partner of the invite-only VI3NNA Congress at the MuseumsQuartier. Bybit EU held a Crypto Evening in Frankfurt with Finance Loop's support. Zug and Zurich

Switzerland sits outside the EU and MiCA, and FINMA supervises crypto under Swiss law. The country licenses crypto banking through the ordinary banking license: Sygnum Bank and AMINA Bank hold full FINMA banking licenses for digital assets. The DLT Act created DLT securities and a license for DLT trading facilities, and SIX, which runs the Swiss stock exchange, lists crypto ETPs. The Ethereum Foundation is registered in Zug, the canton that gave Crypto Valley, Switzerland's crypto and blockchain ecosystem, its name. The ecosystem is not the same as the Crypto Valley Association, a separate body that uses the name.

Zurich hosts the Point Zero Forum, a collaboration of the Swiss State Secretariat for International Finance and the Global Finance and Technology Network, organized with the BIS Innovation Hub, FINMA and the Swiss National Bank. Which cities are crypto hubs in Europe?

Amsterdam, Berlin, Dublin, Frankfurt, London, Luxembourg, Malta, Paris, Vienna and Zug with Zurich each host a supervisor that licenses crypto firms, crypto companies with their European base, and a regular crypto or blockchain conference. Each has its own profile: euro trading in Amsterdam, builders in Berlin, market infrastructure in Frankfurt, funds in Luxembourg, bank-issued stablecoins in Paris, exchange headquarters in Vienna and crypto banks in Switzerland.

Which countries in Europe are crypto friendly?

Inside the EU every country applies the same MiCA rulebook, so the difference lies in how each supervisor works: how fast it processes applications, what it asks for, and how it supervises afterwards. ESMA reviews national supervisors to keep them aligned, as its peer review of Malta showed. Switzerland and the UK set their own rules, and a firm serving customers there needs a license under those rules.

Does one MiCA license cover every crypto hub in Europe?

It covers every hub inside the European Economic Area. A CASP license from the AFM, BaFin, the Central Bank of Ireland, the CSSF, the MFSA, the AMF or the FMA lets a firm serve customers in all EEA countries.
